Since its establishment in 1970, NORML has been a prominent advocate in the public policy discourse for Americans opposing marijuana prohibition and advocating for an end to the arrest of marijuana consumers. As a nonprofit public-interest advocacy group, NORML represents the interests of the millions of responsible marijuana users in the United States.

However, because NORML engages in lobbying activities with state and federal legislators, donations to NORML are not eligible for tax deductions.

Throughout the 1970s, NORML spearheaded successful campaigns to decriminalize minor marijuana offenses in 11 states and to significantly reduce marijuana penalties in others.

Today, NORML continues to lead the charge for the reform of state and federal marijuana laws, whether through voter initiatives or legislative action. NORML also serves as a key informational resource for the national media on marijuana-related topics, offering a counterbalance to government anti-marijuana propaganda. Additionally, NORML actively lobbies state and federal legislators to support reform legislation, publishes a regular newsletter, hosts informative events such as NORML Legal Seminars and Conferences, and oversees a national network of citizen-activists dedicated to ending marijuana prohibition and advocating for its legalization.

NORML’s sister organization, The NORML Foundation, runs public advertising campaigns to educate the public about marijuana and alternatives to current marijuana policies. The foundation also provides legal aid and support to individuals affected by current laws and conducts relevant research in the field.
