National Conference of State Legislatures (NCSL)

The National Conference of State Legislatures (NCSL), established by state legislators and legislative staff in 1975, serves all 50 states, commonwealths, territories, and the District of Columbia. Every state legislator and staff member is automatically a part of the organization, granting them full access to the latest bipartisan policy research, training resources, and technical assistance designed to meet their specific needs. NCSL also provides various opportunities for members to connect and collaborate, especially at its flagship event, the NCSL Legislative Summit. NCSL represents the legislatures in the U.S. states, territories, and commonwealths. Its mission is to enhance the effectiveness, independence, and integrity of legislatures, promote interstate cooperation, and facilitate the exchange of information among them.

Additionally, NCSL advocates on behalf of legislatures in interactions with the federal government, particularly supporting state sovereignty, flexibility, and protection from unfunded federal mandates and unnecessary federal preemption. The conference also fosters cooperation between state legislatures in the U.S. and those in other countries.

Moreover, NCSL is dedicated to improving the operations and management of state legislatures, enhancing the effectiveness of legislators and legislative staff, and encouraging high standards of conduct among them.
