Marijuana Policy Project

The Marijuana Policy Project (MPP) is the leading organization in the United States dedicated to legalizing cannabis. MPP has successfully advocated for the passage of 15 medical cannabis laws and has led winning campaigns in 13 of the 23 states where cannabis is legal. No other organization in the cannabis movement has had as much impact on legislation, patients, consumers, or new markets as MPP. Founded in January 1995, MPP is the largest organization in the U.S. focused solely on enacting compassionate cannabis laws.

MPP’s primary goal is to change federal law to allow states to set their own cannabis policies without interference from the federal government. They also aim to legalize cannabis for adult use and ensure access to medical cannabis in all 50 states and U.S. territories.

Since 2000, MPP has been instrumental in changing the majority of state cannabis laws, including the first legalization law in Colorado and the first two laws passed via state legislature in Vermont and Illinois. MPP consists of two separate entities — MPP, founded in 1995, focuses on lobbying and ballot initiatives, while MPP Foundation, founded in 1996, handles educational efforts. Additionally, MPP forms state committees in states where they are running ballot initiatives, which are opened and closed periodically.

With approximately 15 employees and lobbyists in various state capitals, MPP works to improve lives and change laws through activism and resource mobilization. They strive to create lasting policy solutions that enhance the quality of life for patients and families, promote personal choice, combat injustices, and advocate for equity in cannabis policy.

MPP’s strategy to end cannabis prohibition centers on three key areas: focusing on state laws, engaging at the federal level, and advocating for social justice. They believe that state-level changes are crucial for building support and pressuring Congress to end cannabis prohibition. Additionally, MPP engages in federal lobbying efforts and supports criminal justice reform to address the harms caused by the war on cannabis, particularly in communities of color.
