Law Enforcement Action Partnership (LEAP)

The Law Enforcement Action Partnership (LEAP) is a 501(c)(3) nonprofit organization composed of police officers, prosecutors, judges, corrections officials, and other law enforcement professionals advocating for criminal justice and drug policy reforms to enhance community safety and justice. Founded in 2002 by five retired police officers—Captain Peter Christ, Lieutenant Jack Cole, Detective Howard Wooldridge, Detective Daniel Solano, and Constable John Gayder—with an initial focus on drug policy, LEAP has since expanded its reach. Today, our speakers bureau includes over 300 criminal justice experts who provide authoritative advice on police-community relations, incarceration, harm reduction, drug policy, and global issues. Through public speaking, media appearances, testimonies, and supporting allied initiatives, LEAP engages a diverse range of audiences, promoting practical and ethical public safety policies.
